The man accused of killing mother of two Tania Mbalo changed his mind in the Bellville Magistrate’s Court, telling the court that he now wished to bring a bail application. Andisile Moni, who has two children with Mbalo, abandoned bail at his last appearance but has now decided that he wishes to apply for it, which the State will oppose. The matter was postponed to October 5 as the police investigation into Mbalo’s murder comes to a head. The State informed the court that further investigation was needed along with a post-mortem report and DNA results. Law Enforcement Advancement Plan (Leap) officers, deployed by the provincial government and the City in hotspot areas, assisted in the arrests of 147 people between August 29 and September 4 alone. Western Cape Community Safety and Policing Oversight MEC Reagen Allen said this was possible through joint and integrated operations with other City law enforcement agencies and the police. “Of the 147 persons who were arrested, one was for the possession of an illegal firearm, three for the possession of illegal ammunition, one for the possession of an imitation firearm, 112 for the possession of drugs, and nine for the possession of dangerous weapons,” he said. The Hanover Park community is outraged by the murder of a teenage girl whose body was discovered on an open field at Greenturf Road on Sunday morning. In an act of mob justice, residents yesterday apprehended two men and beat and dragged them to the family home of the slain teen before public order police arrived and took them away. This happened minutes before a vigil was held for 17-year-old Jehaan Petersen to remember her as she was and not how she died. But they do not suggest a return to the 1990s era of heady optimism between the two countries. These two diverse democracies are too divided domestically, amid new and escalating tensions globally that affect Africa. PATIENT-on-patient violence made up the bulk of complaints reported to the Department of Health and Wellness Safety Unit, with more than half of reported cases, followed by patient-on-staff attacks. The department’s Safety Unit, which reports on such incidents on a quarterly basis, saw 92 incidents of physical assault reported across provincial health facilities during the first quarter of the financial year, the period April to June 2022. Department spokesperson Mark van der Heever said the most reported incidents were: patient-on-patient (51); patient-on-hospital staff (17); patient towards security (10); visitor towards patient (3); and visitor towards visitor (2). FOLLOWING daily land invasions and a lack of co-operation from the Theewaterskloof (TWK) municipality, Environment, Forestry and Fisheries (Deff) Minister Barbara Creecy has pulled the plug on a multimillion-rand forestry project that would have benefited the Knoflokskraal, Grabouw community. Appearing before the Deff committee, Creecy accused the Theewaterskloof municipality and 4 000 land invaders of having “no appetite” to meet and resolve the impasse over land occupied in December 2020. It emerged in the committee that the invasions and land-related protests were so regular and the situation so volatile that provincial police hold weekly meetings to discuss strategies. Deff and police labelled land occupations as “organised”. The department, which is responsible for 24 000ha of land in the province, has now relinquished the land to Public Works and Infrastructure. THE Public Works and Infrastructure Committee has finally sent the contentious Expropriation Bill, with amendments, back to Parliament. The Expropriation Bill (B23-2020) reviews the apartheid-era Expropriation Act 63 of 1975 and ensures that expropriation laws fall in line with the Constitution. It clarifies instances where expropriation may take place and on what basis. A much-publicised expropriation draft law was passed by Parliamentarians in 2016, but former president Jacob Zuma sent it back to lawmakers the following year amid concerns that not enough public consultation had been done. The new bill’s public hearings took place in 2021, and as late as last Wednesday, submissions were still being filed in numbers through letters, WhatsApp messages and emails. Phakathi voted in support of a motion of no confidence against the speaker of council, Vasco da Gama, thereby defying his party’s decision not to support the vote. Phakathi’s removal is part of the bigger political circus on display in Joburg and other metros nationally.
