Mayibongwe Maqhina mayibongwe.maqhina@inl.co.za The Justice and Constitutional Development Department has disclosed R2.963 billion in irregular expenditure that had been incurred as at March 31, 2021. Head of department Doc Mashabane revealed this in the annual report tabled in Parliament recently. Mashabane said a total of 34 new cases – amounting to R75 million– were detected and reported to the National Treasury. “Irregular expenditure increased by R401.6m during the financial year 2020/2021. The increase includes expenditure amounting to R140.3m for the previous financial years incurred by the department,” he said. Auditor-General Tsakani Maluleke said effective and appropriate steps were not taken to prevent irregular expenditure. “The majority of the irregular expenditure disclosed in the financial statements was caused by non-compliance with supply chain management legislation,” she said. Facebook Inc has apologised to users for a two-hour disruption to its services on Friday and blamed it on another faulty configuration change. It confirmed its social media platform, Instagram, Messenger and Workplace were impacted by the latest outage – the second in the week for Facebook after one on Monday. During the latest outage, some users were unable to load Instagram feeds; others were not able to send messages on Facebook Messenger. Islamabad: Pakistani nuclear scientist Abdul Qadeer Khan, 85, the founder of the Pakistani nuclear programme, died due to lung problems yesterday, his family said. Khan’s health started deteriorating on Saturday night. He was rushed to the Khan Research Laboratories Hospital in Islamabad, his family said. In August, the nuclear scientist was admitted to the same hospital after testing positive for Covid-19. He had been moved back home after being successfully treated. A Franciscan nun from Colombia kidnapped by jihadists in Mali in 2017 was freed at the weekend, Mali’s presidency said. Sister Gloria Cecilia Narvaez was taken hostage on February 7, 2017, in southern Mali near the border with Burkina Faso where she had been working as a missionary for six years. High blood pressure rates in Africa have climbed by more than 30% in the past decade, with an estimated 31% of men and 36% of women in South Africa being affected. It is the single biggest cause of premature death globally. BEIRUT: Lebanese Energy Minister Walid Fayad has announced the resumption of power supply across the country after a blackout. Lebanon was left without electricity on Saturday after the country’s two largest power stations stopped operating over a fuel shortage. “The (power) network returned to its normal operation, which was before the gas-oil [a product of oil refining] at the stations ... ran out,” the official said, as quoted by the OTV broadcaster. While more than 500 suspects escaped from lawful custody, the police have taken disciplinary action against 270 officers who allegedly helped suspects to escape. The disciplinary action led to one police officer being fired and others had their salary docked for two months and got a written warning, said the police in the annual report before Parliament. “A total number of 545 persons escaped from police custody in 412 incidents, during 2020/2021, compared with 680 persons, during 2019/2020, a decrease of 135 escapees or 19.85%, achieving the targeted decrease of 2%.” A total number of 202 escapees were re-arrested within 24 hours. SOUTH Africans will head to the polls on November 1, most likely under challenging circumstances given the impact of the Covid-19 pandemic. A key concern over a considerable period has been low voter turnout and lack of participation in electoral processes by young people in the country. The Electoral Commission of SA’s latest statistics show that in the 18-19 age group there are 177 000 registered voters; in the 20-29 age group 4.4 million.
