These programmes also ensure that parolees and probationers comply with the conditions of their parole. Yesterday, the portfolio committee on justice was briefed by the department on the release of thousands of offenders. The committee also heard presentations about the romantic relationships between offenders and wardens. When President Cyril Ramaphosa announced a state of disaster on March 15 last year, the department developed and implemented a response strategy that entailed prevention, containment, treatment and recovery. Despite measures put in place, the department said it continued to be confronted with the glaring impossibility of maintaining social distancing in its facilities due to overcrowding.…

We CERTAINLY live in an extraordinary country. Recent events in the Zulu royal family have got me wondering whether there are any other republics in the world that have kingdoms inside their borders. What are the official diplomatic relations between the various kings, queens and other royalty who live in South Africa and presumably obey South African laws? I was recently invited to conduct a workshop on student leadership at a high school in Cape Town. I was surprised when I arrived at the school hall. Forty learners (I prefer to call them students) were present with all the necessary protocols in place concerning precautions taken around Covid- 19. I was told that the students present belonged to the Student Representative Council (SRC). Most schools in South Africa use the political neutral term introduced by the Government in 1996, Representative Council of Learners (LCL ). I was surprised to hear from the learner leadership the history behind the SRC. A MILITARY doctor who appealed his conviction and sentence for rape and sexual assault at the Western Cape High Court was only partly successful when the court upheld the guilty verdict, but reduced his jail term. Dr Denzil Clinton King, who was stationed at the Oudtshoorn military base, was accused of two counts of sexual assault and one count of rape relating to his examination of two SA National Defence Force recruits in 2016. According to court documents, the complainants went to see King on different days, did not know each other and belonged to different platoons. Survey suggests most voters still support the party system in South Africa In response to the 2020 Constitutional Court judgment compelling Parliament to amend the Electoral Act to provide for independent candidates to stand for election to the national and provincial legislatures, the Inclusive Society Institute (ISI) recently released its proposals for electoral reform in South Africa. The main tenets of the institute’s proposal is the introduction of 66 Multi-Member Constituencies (MMCs) comprising between three and seven representatives per MMC, with a compensatory PR-list to ensure overall proportionality in the legislature. Wave 4 of the National Income Dynamics Study Coronavirus Rapid Mobile Survey (NIDS-CRAM), a national representative survey of South Africa, was released yesterday. The NIDS-CRAM Wave 4 data was collected between February 2 and March 10, 2021, with 5 629 Wave 4 interviews conducted. NIDS-CRAM respondents have been surveyed four times since the start of the pandemic. Forty-two percent of Afrikaans home-language respondents were vaccine hesitant, a much higher level than the national average (29%) and significantly higher than in seven of the 11 language groups. AFGHAN security forces mounted an operation to recapture a Taliban-held district outside the capital Kabul yesterday just before the start of a three-day ceasefire at midnight. Taliban insurgents had killed or captured some government soldiers and forced others to retreat after storming the district centre, which lies in Wardak province less than an hour’s drive from Kabul. Government forces have been struggling against stepped-up attacks by the insurgents as US troops withdraw after two decades of fighting in the country. A Minnesota judge has ruled that aggravating factors were involved in the death of George Floyd, opening the possibility of a longer sentence for former Minneapolis police officer Derek Chauvin. Chauvin – the former officer convicted in Minnesota state court of murdering Floyd, a black man – is scheduled to be sentenced on multiple murder and manslaughter convictions on June 25.
