8 ounces sirloin steak (trimmed of fat before weighing)
1 medium clove garlic, minced
1½ teaspoons Dijon mustard
2 teaspoons reduced-sodium soy sauce
2 teaspoons red wine vinegar
1 teaspoon olive oil
1/8 teaspoon black pepper
2 small bell peppers, green, red, yellow or orange
4 large scallions, trimmed
1 tablespoon chicken or vegetable broth
