New York Governor Andrew Cuomo has come a long way since he declared weed “a gateway drug,” way back in 2017. Now the governor is all in for cannabis, calling for legislation in the first 100 days of this, his third, term in office. The governor’s plan would make weed legal for adults 21 and over and, unlike the state’s medical-pot program, would issue permits to growers, distributors and retailers separately—a move designed to keep smaller players in the game. The plan gives counties and cities the flexibility to opt out of legalization (an option already exercised by North Hempstead in Nassau County).
