I AM not sure how widespread they are, but mostly I have seen them in European airports – electronic pads, on waist-height stands, with a green and red button.
If you are exiting an area, say a public toilet, a rest area, or a themed shopping section, even an official area like baggage claim, passers-by are encouraged to offer spontaneous feedback. Push green for good. Push red for, well, not good.
I bet some people always depress red and some always green, no matter what their experience. They reflex to positive or negative, and it reflects their expectations and how they see the world.
