ACCLAIMED pianist, composer and producer Bokani Dyer’s new Radio Sechaba project will set the mood for an uplifting and thought-provoking Cape Town International Jazz Festival. Parliament has moved one step closer to finalising the Electoral Matters Amendment Bill despite threats by opposition parties to institute legal action if it is passed in its current form. The select committee on security and justice has given the green light to the National Council of Provinces (NCOP) to pass the bill. The bill is a sequel to the Electoral Amendment Act that was passed last year to provide for independent candidates to stand for election to Parliament and provincial legislatures. It provides for the regulation of the private and public funding of independent candidates and independent representatives. Millions of South Africans will head to the polls in May in a historic election that will for the first time see the use of three ballot papers. This will be a new and different experience for many South Africans and the onus is on the Electoral Commission of South Africa to ensure it is a user-friendly experience for voters. The three ballot system lies in the Electoral Amendment Act (EAA), which was signed into law in April last year to amend the 1998 Electoral Act, allowing independent candidates to contest provincial and national elections in terms of a Constitutional Court judgment in June 2020. The Gauteng High Court, Pretoria, has slammed directives that make it difficult for some road accident victims to lodge claims by having to adhere to a long list of requirements before the fund will accept lodgement. In what was hailed as a victory for these victims, a full bench (three judges) declared unlawful the new Road Accident Fund (RAF) 1 claim form published by the minister of transport in July 2022, as well as a similar board notice published in the Government Gazette in May that year.
