With time running out on his tenure as Michigan’s 48th governor, Republican Rick Snyder delivered a severe blow to private ownership of historic military vehicles (HMVs) in the state. On December 28, 2018, he vetoed a bill that would permit driving historic military vehicles on state roads. In announcing his decision to veto the legislation, Governor Snyder explained that military surplus vehicles were not manufactured for on-road use and should be restricted to off-road purposes. My first experience with military vehicles began in 1987, when I joint a Civil War reenactment group. I know — there weren’t any motorized vehicles back then, but I that is how I met Kevin Lockwood (now, an MVPA officer). We were Rebels on the weekend when Kevin and I struck up a friendship. OHIO LAW DIES AS LEGISLATURE ADJOURNS Legislation (S.B. 331/H.B. 710) was introduced that allows for the titling of High-Mobility Multipurpose Wheeled Vehicles as “historical motor vehicles”. “Historical motor vehicles” means a vehicle owned solely as a collector’s item and for participation in club activities, exhibitions, tours, parades, and similar uses, but that in no event is used for general transportation. Under current law, HMMWVs are not able to be titled for any on-road use in the state. The bills failed to receive a vote in the House Committee on Transportation and Public and the Senate Committee on Transportation, Commerce, and Workforce. We received 49 responses for the most recent Military Vehicles Magazine 2019 calendar. How and What to Submit The 49 submissions for the 2019 calendar were reduced to 13 finalists. Various criteria were used. Often, this involved avoiding duplication of model, vehicle type, or era. Of course, image quality and composition of the pictures played the most vital role . The elimination process revealed several criteria that should be followed for future submissions. Like any collectible vehicle, the price of an historic military vehicle (HMV) is based on a combination of three factors: Condition, rarity, and popularity. A vehicle can be rare, but if it isn’t interesting, it won’t be as valuable as an equally uncommon, popular vehicle. Rarity is determined by two factors: Production quantity and survival rate. The rarity of vehicles in this guide are rated on a scale of 1 through 5 (1 being the most common and 5 the scarcest). But “rare” doesn’t always mean “valuable.” It has to be desirable, as well. The single dominating factor that drives price is condition. Another factor closely related to condition is the quality of restoration. SEEK THE SOURCE A weak or cracked valve return spring may cause an annoying tapping or clicking sound, especially on L-head type engines — even if the valve lash is correct. To easily locate the defective spring (or springs), remove the valve cover. With the engine warm and idling, insert a flat-blade screwdriver into each spring, one at a time.
