Cinnamon Roll Scones

2 cups all-purpose flour¼ cup granulated sugar1 tablespoon baking powder½ teaspoon baking soda¼ teaspoon salt½ cup cold unsalted butter, cubed½ cup cold whole buttermilk2 tablespoons unsalted butter, melted and divided¼ cup firmly packed light brown sugar¼ cup chopped lightly toasted pecans¼ cup raisins1½ tablespoons ground cinnamonCinnamon Roll Icing (recipe follows)
• Preheat oven to 375°. Line a rimmed baking sheet with parchment paper.
• In a large bowl, whisk together flour, sugar, baking powder, baking soda, and salt. Using a pastry blender or 2 forks, cut in cold butter until it resembles coarse crumbs.
