GAUTENG Premier Panyaza Lesufi has been blamed for municipalities’ growing debt in the province, with the DA in Gauteng saying he has failed to assist municipalities drowning in R18.61 billion debt. This after the Local Government Revenue and Expenditure: Third Quarter Local Government Section 71 Report, which paints a bleak picture of Gauteng municipalities. The report highlights the dire need for the provincial government to provide comprehensive financial management support to struggling municipalities. This includes Emfuleni Local Municipality with an astounding R9.82bn in creditor balances and the highest in the province. THE Passenger Rail Agency of South Africa (Prasa) has not only lost its position as the leading commuter service operator in the country but has negatively affected low-income earners in the Eastern Cape who were forced to commute in taxis. MUNICIPALITIES appear reluctant to put their stretched financial resources into supporting the national government’s ambitious national multi-sectoral policy framework to guide the country’s response to HIV/Aids, TB and sexually transmitted infections (STI). The SA Local Government Association (Salga) has raised concerns about the framework’s requirement to establish HIV/Aids councils in metropolitan, district and local municipalities that will need to be funded from municipal coffers and for them to sustain their functions and achieve strategic goals as well as mobilise any additional resources needed. THE stories of the descendants of indentured labourers are being told in a new book that will be launched today. The book, Reflective Memories: Voices of Indentured Labourer Descendants , Volume 1, by Dr Kogielam Archary, will be launched at the 1860 Heritage Centre in Derby Street, Durban. The book focuses on the lives of South African Indians born between 1924 and 1944. Archary, a research associate at Unisa, and former teacher and lecturer, said the book had eight stories of grand- and great-grandchildren of Indian indentured labourers. “The unique parts of their stories, their parents’ stories and their grandparents’ stories were put into the book.
